    Fast tickover

I have suffered with a fast tickover 1200 rpm for a while had already checked out the linkage choke stops and no problem there, So I removed the carbs reseated the pedestal on a new ring checked all the breather hoses renewed the spindle O rings but still I have about 1050 rpm.
I noticed that when held to the light the butterflies showed a chink of light is that normal ? there was some minor wear on the spindle but the new O rings should over come that.
The only way I can drop the tick over to about 800 ish is to pull very hard on the throttle leaver I presume that is pulling the butterflies tight shut these are the old type.I did try to position the butterflies by slackening the screws and holding them shut before re tightening them but that has not worked.
Do I need new butterflies and if so old or newer type or is there a problem I have not tried ?
